Abstract

INDONESIA: Permasalahan ekonomi dan sosial yang terjadi pada masyarakat di Kabupaten Bekasi menjadi tantangan bagi pemerintah daerah serta pengambil kebijakan untuk dapat mengatasinya. Di antara program yang dijalankan oleh salah-satu instansi pemerintah non-struktural yakni Baznas Kabupaten Bekasi adalah dengan merancang sebuah program pemberdayaan ekonomi dan sosial bagi masyarakat yang membutuhkan yaitu program Bekasi Mandiri Gerobak Barokah. Untuk menganalisis pemberdayaan masyarakat yang dilakukan oleh Baznas Kabupaten Bekasi, peneliti menggunakan teori struktural fungsional oleh Talcot Parsons dalam penelitian ini guna dapat melihat interaksi antar elemen fungsional dan struktural dalam program tersebut. Metode penelitian yang digunakan adalah metode kualitatif dengan pendekatan deskriptif. Data dikumpulkan melalui wawancara mendalam dengan staf Baznas Kabupaten Bekasi dan para penerima manfaat, pengamatan secara langsung, dan analisis dokumen terkait Program Bekasi Mandiri Gerobak Barokah. Dalam program tersebut terdapat syarat-syarat administratif maupun non-administratif yang harus dipenuhi oleh para calon penerima manfaat. Penelitian ini juga membahas mengenai tahapan pelaksanaan dan pendampingan program, faktor pendukung dan penghambat jalannya program, serta keberhasilan dari program tersebut. Program ini memberikan dampak positif dalam pemberdayaan ekonomi dan sosial masyarakat miskin di Kabupaten Bekasi. Para penerima manfaat dapat meningkatkan pendapatan mereka melalui usaha yang dijalankan dengan gerobak yang diberikan. Selain itu, program ini juga memberikan kesempatan bagi masyarakat untuk mengembangkan keterampilan dan pengetahuan dalam berwirausaha. Program Bekasi Mandiri Gerobak Barokah memiliki peran yang signifikan dalam proses pemberdayaan ekonomi dan sosial masyarakat bagi penerima manfaatnya. Dengan terlaksananya program tersebut diharapkan masyarakat dapat memanfaatkannya guna meningkatkan pendapatan dan serta dapat berdaya secara ekonomi dan sosial. ENGLISH: The economic and social problems that occur in the community in Bekasi Regency are a challenge for local governments and policy makers to overcome. Among the programs run by one of the non-structural government agencies, namely Baznas Bekasi Regency, is to design an economic and social empowerment program for people in need, namely the Bekasi Mandiri Gerobak Barokah program. To analyze the community empowerment carried out by Baznas Bekasi Regency, researchers use functional structural theory by Talcot Parsons in this study in order to see the interaction between functional and structural elements in the program. The research method used is a qualitative method with a descriptive approach. Data were collected through in-depth interviews with Bekasi Regency Baznas staff and beneficiaries, direct observation, and document analysis related to the Bekasi Mandiri Gerobak Barokah Program. In the program, there are administrative and non-administrative requirements that must be met by prospective beneficiaries. This research also discusses the stages of program implementation and assistance, the supporting and inhibiting factors of the program, and the success of the program. This program has a positive impact on the economic and social empowerment of the poor in Bekasi District. The beneficiaries can increase their income through businesses run with the carts provided. In addition, this program also provides opportunities for the community to develop skills and knowledge in entrepreneurship. The Bekasi Mandiri Gerobak Barokah program has a significant role in the process of economic and social empowerment of the community for its beneficiaries. With the implementation of the program, it is hoped that the community can take advantage of it to increase their income and be economically and socially empowered.
