Abstract

ABSTRAK Penelitian ini dilatarbelakangi dari adanya permasalahan tingkat partisipasi masyarakat rendah, penempatan baliho sebagai media sosialisasi pemilukada tahun 2013 dianggap tidak strategis, sarana kegiatan sosialisasi pemilukada tahun 2013 melalui audiovisual (radio) dianggap kurang efektif, tidak seluruhnya SLTA se-Kabupaten Garut mengikuti kegiatan cerdas cermat dalam upaya memberikan sosialisasi kepada pemilih pemula, adanya ketimpangan antara relawan demokrasi dengan banyaknya jumlah kecamatan di Kabupaten Garut. Penelitian ini bertujuan untuk mengevaluasi kegiatan sosialisasi pemilihan umum kepala daerah oleh Komisi Pemilihan Umum Kabupaten Garut pada tahun 2013. Metode penelitian yang digunakan dalam penelitian ini adalah deskriptif kualitatif. Teknik pengumpulan data dilakukan dengan cara penelitian kepustakaan dan penelitian lapangan. Sumber data yang bersifat data primer seperti anggota komisoner KPU Garut divisi teknis dan hubungan partisipasi masyarakat periode 2008-2013, sekretaris KPU Garut, kepala subbagian teknis dan hubungan partisipasi masyarakat dan kepala subbagian umum KPU kabupaten garut didapat melalui observasi, serta wawancara lisan. Sedangkan data yang bersifat sekunder dalam penelitian ini yaitu berupa buku-buku, peraturan perundangan dan dokumen. Analisis data dilakukan dengan reduksi data, penyajian data dan kesimpulan/verifikasi. Hasil penelitian ini dengan menggunakan dimensi evaluasi yaitu efektivitas, kecukupan, pemerataan, responsivitas dan ketepatan terdapat tiga masalah yang diakui keberadaannya dilapangan, ketiga permasalahan tersebut yakni rendahnya partisipasi masyarakat, tidak semua SLTA yang ada di Kabupaten Garut mengikuti kegiatan cerdas cermat dalam upaya memberikan sosialisasi kepada pemilih pemula dan ketimpangan antara relawan demokrasi dengan banyaknya jumlah kecamatan di Kabupaten Garut. Sedangkan masalah tidak strategisnya pemasangan media pendukung sosialisasi baliho dan spanduk sudah teratasi dengan kegiatan sosialisasi melalui media radio. ABSTRACT This research is based on the problem of low level of community participation, the placement of billboards as the media for dissemination of the election in 2013 is considered not strategic, the means of socialization activities in 2013 through audiovisual (radio) election is considered less effective, not all high school in Garut Regency follow the intelligent activities in efforts to provide socialization to beginner voters, the imbalance between democratic volunteers with the number of sub-districts in Garut regency. This study aims to evaluate the socialization activities of local elections by the General Election Commission of Garut Regency in 2013. The research method used in this research is descriptive qualitative. Data collection technique is done by library research and field research. Primary data sources such as members of KPU commissioner Garut technical division and public participation relations 2008-2013 period, Garut KPU secretary, head of technical sub-section and public participation relationship and head of general sub-section of Garut Regency KPU obtained through observation, and oral interviews. While the data that is secondary in this research is in the form of books, laws and documents. Data analysis is done by data reduction, data presentation and conclusion / verification. The results of this study using the dimensions of the evaluation of the effectiveness, adequacy, equity, responsiveness and accuracy there are three problems recognized existence in the field, the third problem is the low participation of the community, not all high school in Garut regency follow intelligent activities in an effort to provide socialization to beginner voters and inequality between democratic volunteers and the number of sub-districts in Garut regency. While the problem is not strategic installation of media supporting the socialization of billboards and banners has been resolved by socialization activities through radio media.
