Abstract
The background of this study is the low quality of inclusive education management in general in the cities of Bandung and Cirebon, with high indicators of ABK students entering and exiting inclusive schools, teachers who do not have skills in handling ABK students, discriminatory attitudes towards ABK students by teachers, and bullying behavior by regular students towards ABK students. The purpose of this study is to analyze: (1) the management of inclusive education based on Islamic character; (2) supporting and inhibiting factors; (3) a model of inclusive education management based on Islamic character. The approach in this study uses a qualitative case study method. The research sample was principals, teachers and regular students at SD Mutiara Bunda Bandung dan SD Saqu Ar Rayyan Cirebon. Data collection uses observation, interviews and documentation. The results of this research show that character education planning is carried out periodically. The organization of inclusive education is supported by all school personnel. Implementation uses habituation (habituation), exemplary model, subject integration, extracurricular, intracurricular, and co-curricular. Supervision uses internal control management through rules and attitude books, and externally through home visits. Supporting factors for inclusive education in inclusive schools are professional human resources, policy making by school principals. The inhibiting factors are the lack of parental synergy in repeating the Islamic inclusion education program at home, school activities and infrastructure that require a lot of funding, low quality standards of inclusive school management, and public perception that is still negative towards inclusive education.
