Abstract
INDONESIA : Pelayanan pembayaran Pajak Kendaraan Bermotor (PKB) merupakan salah satu tanggung jawab Pemerintah Daerah dalam mengelola dan menyediakan layanan kepada masyarakat. Namun, dalam implementasinya masih terdapat permasalahan mencakup birokrasi yang rumit, antrian yang panjang, potensi kesalahan dan ketidakakuratan data, serta potensi korupsi. Hal ini yang mendasari BAPENDA Provinsi Jawa Barat menghadirkan aplikasi Samsat Mobile Jawa Barat (SAMBARA). Aplikasi SAMBARA menjadi media para pemilik kendaraan bermotor untuk melakukan pembayaran PKB melalui media digital. Sehingga tujuan penelitian ini adalah untuk mengevaluasi program layanan aplikasi SAMBARA di Kota Sukabumi berdasarkan perspektif Quality Assessment. Penelitian ini menggunakan pendekatan deskriptif dengan metode kualitatif. Teknik pengumpulan data yang digunakan yaitu wawancara, observasi, dokumentasi dan keabsahan data. Teknik analisis data yang digunakan meliputi mengolah dan pengarsipan data, membaca seluruh data, memulai coding data, menerapkan proses coding, penyajian data dan pembuatan interpretasi. Berdasarkan penelitian yang dilakukan menunjukan bahwa pelaksanaan pelayanan pembayaran Pajak Kendaraan Bermotor (PKB) melalui aplikasi SAMBARA di Kota Sukabumi perspektif Quality Assessment sudah terlaksana dengan cukup baik sesuai dengan dimensi dan indikator yang terdapat dalam teori Quality Assessment. Akan tetapi, terdapat beberapa permasalahan yang perlu diperbaiki seperti belum meratanya pengembangan aplikasi pada semua perangkat serta kurangnya sosialisasi yang mengakibatkan terjadinya penurunan penerimaan pembayaran PKB melalui aplikasi SAMBARA. \ ENGLISH : The payment service for Pajak Kendaraan Bermotor (PKB) is one of the responsibilities of the Local Government in managing and providing services to the public. However, in its implementation, there are still issues including complex bureaucracy, long queues, potential errors and inaccuracies in data, as well as potential corruption. This is the basis for BAPENDA (Regional Revenue Agency) of West Java Province to introduce the SAMBARA (Samsat Mobile Jawa Barat) application. The SAMBARA application serves as a platform for vehicle owners to make PKB payments through digital means. Therefore, the purpose of this research is to evaluate the SAMBARA application service program in Sukabumi City from the perspective of Quality Assessment. This research adopts a descriptive approach with a qualitative method. Data collection techniques used include interviews, observations, documentation, and data validation. The data analysis techniques include data processing and archiving, reading through all the data, initiating data coding, implementing the coding process, presenting the data, and making interpretations. Based on the conducted research, it is evident that the implementation of the Motor Vehicle Tax payment service through the SAMBARA application in Sukabumi City, from the perspective of Quality Assessment, has been fairly well-executed according to the dimensions and indikators outlined in the Quality Assessment theory. However, there are several issues that need to be addressed, such as the uneven development of the application across all devices and the lack of socialization, which has resulted in a decrease in PKB payment revenue through the SAMBARA application.
