Abstract

Larangan penjualan iPhone 16 di Indonesia oleh pemerintah pada akhir tahun 2024 telah menjadi sorotan utama media. Kebijakan ini, dipicu oleh kegagalan produk terbaru Apple untuk memenuhi syarat Tingkat Komponen Dalam Negeri (TKDN), menciptakan ketegangan antara kedaulatan regulasi nasional dan kepentingan korporasi global. Fenomena tersebut menjadi fokus kajian ini, secara spesifik menganalisis bagaimana media daring Tirto.id, yang dikenal dengan pendekatan berbasis data, membingkai isu tersebut. Tujuan dari penelitian ini adalah untuk menganalisis secara mendalam bagaimana Tirto.id membingkai isu tersebut. Secara spesifik, penelitian ini bertujuan mengidentifikasi cara media mendefinisikan masalah (define problems), mendiagnosis penyebab (diagnose causes), membuat penilaian moral (make moral judgment), dan merekomendasikan solusi (treatment recommendation) terkait polemik antara Apple dan pemerintah Indonesia. Untuk membedah studi kasus larangan penjualan iPhone 16, penelitian ini menerapkan pendekatan kualitatif dengan analisis framing model Robert N. Entman. Model ini dipilih karena sangat relevan untuk mengurai cara media mengkonstruksi realitas pada isu yang kompleks. Dengan fokus pada enam artikel berita yang diterbitkan Tirto.id selama Oktober–Desember 2024 sebagai unit analisis, data dikumpulkan melalui studi dokumentasi. Selanjutnya, setiap artikel dianalisis untuk memetakan bagaimana elemen-elemen tertentu dipilih dan ditonjolkan guna membentuk narasi yang koheren. Hasil penelitian menunjukkan bahwa Tirto.id secara konsisten membingkai masalah sebagai persoalan administratif dan teknis terkait belum terpenuhinya syarat TKDN oleh Apple, bukan sebagai konflik politik. Penyebab utama ditekankan pada ketidakpatuhan Apple terhadap kewajiban investasi yang disepakati dan lambatnya respons terhadap undangan negosiasi. Penilaian moral yang tersirat mendukung kedaulatan negara dalam menegakkan aturan dan menyiratkan kurangnya komitmen serius dari Apple. Rekomendasi solusi yang diajukan berpusat pada pemenuhan TKDN, negosiasi langsung, dan investasi Apple di industri lokal Indonesia. Secara keseluruhan, framing Tirto.id menunjukkan upaya kritis-progresif dan netral dalam memberitakan isu ini, mendorong pemahaman publik tentang dinamika kompleks antara kebijakan nasional, kepentingan korporasi, dan teknologi. Namun, meskipun kritis, pemberitaan tersebut cenderung memprioritaskan narasi pemerintah resmi, yang menunjukkan bahwa pelibatan suara yang lebih beragam dapat lebih memperkaya kedalaman dan keberimbangan kritisisme yang disajikan. The Indonesian government's ban on the sale of the iPhone 16 at the end of 2024 has become a major media spotlight. This policy, triggered by Apple’s latest product failing to meet the Domestic Component Level (TKDN) requirements, has sparked tensions between national regulatory sovereignty and global corporate interests. This phenomenon is the focus of this study, specifically analyzing how the online media outlet Tirto.id, known for its data-driven approach, framed the issue. The aim of this research is to conduct an in-depth analysis of how Tirto.id framed the issue. Specifically, the study seeks to identify how the media defines problems, diagnoses causes, makes moral judgments, and recommends treatments regarding the conflict between Apple and the Indonesian government. To dissect the case of the iPhone 16 sales ban, this research employs a qualitative approach using Robert N. Entman’s framing analysis model. This model is chosen for its relevance in deconstructing how media constructs reality around complex issues. Focusing on six news articles published by Tirto.id between October and December 2024 as units of analysis, data were collected through documentation studies. Each article was then analyzed to map how specific elements were selected and emphasized to construct a coherent narrative. The findings indicate that Tirto.id consistently framed the issue as an administrative and technical matter regarding Apple’s failure to comply with TKDN requirements, rather than a political conflict. The primary cause was emphasized as Apple’s non-compliance with agreed investment obligations and its slow response to negotiation invitations. The implicit moral judgment supports the nation’s sovereignty in enforcing its regulations while suggesting Apple’s lack of serious commitment. The proposed treatment recommendations focus on fulfilling TKDN requirements, engaging in direct negotiations, and encouraging Apple’s investment in Indonesia’s local industry. Overall, Tirto.id’s framing reflects a critically progressive yet neutral stance in reporting the issue, promoting public understanding of the complex dynamics between national policy, corporate interests, and technology. However, despite its critical lens, the coverage tends to prioritize the official government narrative, indicating that the inclusion of more diverse perspectives could enrich the depth and balance of the critical discourse presented.
