Abstract

INDONESIA Perkembanagn teknologi, informasi dan komunikasi masa kini sudah mulai difungsikan oleh setiap kalangan. NET TV bekerja sama dengan Kepolisian Republik Indonesia membuat sebuah program tayangan ‘86’ yang bertujuan untuk menginformasikan himbauan Kamtibmas (keamanan dan ketertiban masyarakat) serta melihat keseharian tugas pokok Polri dalam menertibkan, mengamankan, dan memperingati masyarakat tentang peraturan-peraturan hukum yang berlaku di negara Indonesia. Tayangan ‘86’ yang tayang setiap hari pukul 22.00 WIB selama 60 menit merupakan tayangan reality show mengenai semua kegiatan yang dilakukan oleh instansi kepolisian di Indonesia. Penelitian ini bertujuan untuk mengetahui sejauh mana pemahaman, pemaknaan anggota polisi yang bertugas di Polrestabes Bandung terhadap tayangan ‘86’ di Stasiun Televisi NET dan mengetahui pengalaman anggota polisi yang sebenarnya terkait tayangan tersebut. Dalam penelitian ini, peneliti menggunakan empat informan, dua diantaranya anggota polisi tim prabu yang ikut serta dalam proses peliputan tayangan ‘86’. Teori yang digunakan dalam penelitian ini adalah teori fenomenologi Alferd Schutz, yaitu bagaimana memahami tindakan sosial melalui penafsiran, dalam hal ini Schutz mengikuti pemikiran Husserl, yaitu proses pemahaman aktual suatu kegiatan, dan pemberian makna terhadapnya, sehingga terefleksi dalam tingkah laku. Penelitian ini menggunakan pendekatan kualitatif dengan metode fenomenologi, yakni mengetahui kebenaran dari sudut pandang orang yang mengalaminya secara langsung atau berkaitan dengan sifat-sifat alami pengalaman manusia, dan makna yang ada dalam dirinya. Permasalahan tersebut menjadi kajian penelitian fenomena ini dengan melihat fenomena yang ada. Hasil penelitian ini menemukan beberapa fakta. Pertama, keempat anggota polisi memahami bahwa tayangan ‘86’ NET TV menceritakan tentang tugas pokok Polri dalam bertugas. Kedua, anggota polisi memaknai tayangan ‘86’ sebagai pesan dan himbauan Kamtibmas agar masyarakat sadar hukum terhadap peraturan yang berlaku. Ketiga, tayangan ‘86’ merupkan tayangan reality show yang sesuai dengan pengalamannya dalam menjalankan tugasnya sebagai Polisi Republik Indonesia. ENGLISH The advance in today’s technology, information, and communication has been used by various people from different background. NET TV is working together with the police force of Indonesian Republic to create a program which is named as “86” and is intended to inform the viewers about the Kamtibmas’ (Keamanan dan Ketertiban Masyarakat/citizen’s security and order) persuasion, as well as to see daily and main duty of the police officers in keeping the order, security, and warn the citizens about legal laws and order in Indonesia. The ‘86’ program is shown on TV everyday at 22.00 WIB with 60 minute long duration, and is a reality show covering all activities done by the police force firms in Indonesia. This research aims to find out how far is the comprehension of police officers in Polrestabes Bandung towards the ‘86’ program in NET TV as well as to find out about the police officers’ real personal experience which relates to the program. The research used 4 informants, 2 of them are police officer from Prabu team which involve in the proses of pervasion of the ‘86’ program. The theory used in this research is phenomenology theory proposed by Alfred Schutz, in which covers about how to understand a social action through interpretation. In this case, Schutz followed Husserl, saying that the process of understanding an action is by giving it an actual understanding then interpret it, therefor can be reflected into behaviour. This research used a qualitative approach with phenomenology method, meaning to find out the truth from an experiencer’s point of view or related to the natural behaviour of people, and the meaning behind it. These issues then become the subject of this phenomenon research by investigating the actual phenomenon. The result of this research shows several facts. First, all 4 of the police officers understand that the ‘86’ program in NET TV tells about the main job of police officers when they are on duty. Second, the police officers interpret the ‘86’ program as a message and an advice from Kamtibmas that the citizen needs to have knowledge about the valid law. Third, the ‘86’ program is a reality show which is in line with their own personal experience as a police officer of the Republic of Indonesia. Key Words: Program, Reality Show, Police Officer
