Abstract
INDONESIA: Banyaknya pekerjaan yang membuat para karyawan perlu refreshing dan pentingnya memerhatikan hak para karyawan,Kementerian Pekerjaan Umum dan Perumahan Rakyat Kota Bandung mengadakan program employee relations untuk mendorong semangat kerja karyawan yang ada di instansi tersebut. Program employee relations yang konsisten diadakan setiap tahun dengan melibatkan seluruh balai. Penelitian ini bertujuan untuk mengetahui proses planning (perencanaan), organizing (pengorganisasian), commanding (pengarahan), coordinating (pengkoordinasian) dan controlling (pengawasan) pada pengelolaan aktivitas employee relations di Kementerian Pekerjaan Umum dan Perumahan Rakyat Bina Marga Kota Bandung. Penelitian yang dilakukan menggunakan konsep POC3 dikemukakan oleh Henry Fayol, yang memiliki lima tahapan. Menggunakan konsep POC3 karena, memberikan penjelasan, pemahaman dan makna pada proses pelaksaan penelitian berlangsung.Penelitian yang dilakukan ini berdasarkan paradigma konstruktivistik dengan menggunakan metode desktiptif kualitatif, untuk mendeskripsikan secara rinci dari tujuan penelitian. Peneliti menggunakan teknik pengumpulan data dengan cara melakukan wawancara mendalam, observasi partisipasi pasif, dan dokumentasi. Berdasarkan hasil penelitian dapat disimpulkan bahwa Kementerian Pekerjaan Umum dan Perumahan Rakyat Kota Bandung dalam melakukan pengelolaan aktivitas employee relations dengan menggunakan konsep POC3 yang memiliki lima tahapan diantaranya 1) planning (perencanaan) dalam merencanakan program melalui tahapan identifikasi tujuan kegiatan dan analisis kebutuhan kegiatan. 2) organizing (pengorganisasian) dalam mengorganisir kegiatan melalui tahapan pembentukan tim kerja dan pembuatan rencana kerja. 3) commanding (pengarahan) dalam memberikan arahan melalui tahapan memberikan instruksi dan mengarahkan pelaksanaan. 4) coordinating (pengkoordinasian) dalam melakukan koordinasi melalui tahapan koordinasi pimpinan balai dengan direktorat dan koordinasi pimpinan balai dengan tim kerja. 5) controlling (pengawasan) dalam melakukan pengawasan melalui tahapan pengukuran kinerja dan perbandingan standar dan melakukan evaluasi serta monitoring.Kata Kunci: Employee Relations, Motivasi Kerja, PUPR Kota Bandung ENGLISH: With the large amount of work that requires employees to rethink and the importance of paying attention to employee rights, the Bandung City Ministry of Public Works and Public Housing is holding an employee relations program to encourage the work spirit of employees in the agency. A consistent employee relations program is held every year involving all centers.This research aims to determine the process of planning, organizing, commanding, coordinating and controlling in the management of employee relations activities at the Ministry of Public Works and Public Housing, Highways, Bandung City. Research carried out using the POC3 concept was proposed by Henry Fayol, which has five stages. Using the POC3 concept because it provides explanation, understanding and meaning in the ongoing research implementation process.The research carried out was based on a constructivist paradigm using qualitative descriptive methods, to describe in detail the research objectives. Researchers used data collection techniques by conducting in-depth interviews, passive participant observation, and documentation.Based on the research results, it can be concluded that the Ministry of Public Works and Public Housing of Bandung City manages employee relations activities in an effort to build employee work motivation using the POC3 concept which has five stages including 1) planning in planning the program through the identification stage activity objectives and analysis of activity needs. 2) organizing (organizing) in organizing activities through the stages of forming a work team and making a work plan. 3) commanding (direction) in providing direction through the stages of giving instructions and directing implementation. 4) coordinating in carrying out coordination through the stages of coordinating the center leadership with the directorate and coordinating the center leadership with the work team. 5)controlling (supervision) in carrying out supervision through the stages of measuring performance and comparing standards and carrying out evaluation and monitoring.Keywords: Employee Relations, Work Motivation, PUPR Bandung City
