Abstract

INDONESIA : Aplikasi Daily Operation Reporting System (DORS) merupakan inovasi pelaporan operasional harian yang diterapkan di lingkungan Kepolisian Negara Republik Indonesia, termasuk di Polda Jawa Barat. Namun, dalam pelaksanaannya masih ditemukan beberapa permasalahan seperti kurangnya sosialisasi langsung kepada personel, keterbatasan dalam infrastruktur teknologi, serta kendala teknis seperti gangguan server saat proses pelaporan dilakukan secara serentak. Permasalahan tersebut menjadi dasar dilakukannya penelitian untuk mengetahui sejauh mana efektivitas aplikasi DORS telah berjalan. Penelitian ini bertujuan untuk menganalisis efektivitas implementasi aplikasi DORS di Polda Jawa Barat dalam mendukung pelaporan operasional kepolisian berdasarkan lima dimensi efektivitas program menurut Edy Sutrisno, yaitu pemahaman program, tepat sasaran, tepat waktu, tercapainya tujuan, dan perubahan nyata. Kerangka berpikir pada penelitian ini didasarkan pada teori efektivitas program dari Edy Sutrisno yang menekankan pentingnya pemahaman pelaksana terhadap program, kesesuaian pelaksanaan dengan sasaran dan waktu, tercapainya tujuan program secara terukur, serta adanya perubahan nyata sebagai hasil dari pelaksanaan program tersebut. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif untuk memperoleh pemahaman mendalam mengenai pelaksanaan aplikasi DORS di lapangan. Teknik pengumpulan data dilakukan melalui wawancara, observasi, dan studi dokumentasi dengan teknik analisis data secara induktif dan menggunakan triangulasi sumber. Hasil penelitian menunjukkan bahwa penerapan aplikasi DORS di Polda Jawa Barat telah berjalan cukup efektif. Seluruh dimensi efektivitas menunjukkan hasil yang positif, mulai dari pemahaman program oleh personel, kesesuaian sasaran pelaksanaan, ketepatan waktu dalam pelaporan, tercapainya tujuan sistem pelaporan yang terintegrasi, serta adanya perubahan nyata dalam efisiensi kerja dan transparansi data. Namun demikian, masih diperlukan perbaikan dalam aspek pelatihan tatap muka dan peningkatan kapasitas server untuk mendukung optimalisasi aplikasi di masa mendatang. ENGLISH : The Daily Operation Reporting System (DORS) application is an innovation in daily operational reporting implemented within the Indonesian National Police, including the West Java Regional Police (Polda Jawa Barat). However, several issues have been identified during its implementation, such as a lack of direct socialization to personnel, limitations in technological infrastructure, and technical obstacles like server disruptions during simultaneous reporting processes. These problems form the basis for this study, which aims to assess the effectiveness of the DORS application. This research aims to analyze the effectiveness of the implementation of the DORS application at Polda Jawa Barat in supporting police operational reporting, based on five dimensions of program effectiveness according to Edy Sutrisno: program understanding, target accuracy, timeliness, goal achievement, and tangible change. The conceptual framework of this study is based on Edy Sutrisno's theory of program effectiveness, which emphasizes the importance of implementers’ understanding of the program, alignment with targets and timing, measurable goal achievement, and tangible changes resulting from program execution. This study employs a descriptive method with a qualitative approach to gain in-depth understanding of the implementation of the DORS application in the field. Data collection techniques include interviews, observation, and document analysis, with inductive data analysis and source triangulation. The results show that the implementation of the DORS application at Polda Jawa Barat has been fairly effective. All dimensions of effectiveness demonstrated positive outcomes, including personnel understanding of the program, target alignment in implementation, timeliness of reporting, achievement of an integrated reporting system, and tangible improvements in work efficiency and data transparency. Nevertheless, improvements are still needed in face-to-face training and server capacity enhancement to support future optimization of the application.
